The payroll data and Moutray’s comments underscore what the trade calls the “lipstick effect” –customers tightened their budgets, canceling costly journeys and suspending big-ticket purchases, however handled themselves to an indulgent meal, espresso or dessert.

Brinker’s reported 23% progress in its hourly restaurant workers between fiscal years 2024 and 2025, according to SEC filings, though it indicated that a rising share of its staff have been part-time.
